MANDATE OF THE DEPARTMENT:
The UNAIDS Nigeria Country Office operates within the Resident Coordinator system to support the work of the UN Country Team. The office works closely with government and civil society advocating and supporting the national AIDS response providing guidance expert advice on development and strengthening institutional capacity. The primary role of the team is to facilitate and support a joint UN response to AIDS at country level. Working from a strong UN platform, UNAIDS serves to strengthen the links between the UN system, government, civil society, and people living with AIDS.
The team supports the efficient functioning of the UN Joint Team on AIDS mechanism to ensure coordination, coherence and quality of the UN System support through a joint programme on AIDS, It also reinforces communication within the UN, government and all other development partners.

Main tasks and Responsibilities of the Position:
Under the overall leadership and the guidance of the UNAIDS Country Coordinator and working though the Joint UN Team on AIDS, the incumbent primarily focuses on development and strengthening of institutional and management capacity building including planning and programming of key national and decentralised AIDS authorities and civil society organisations, people living with HIV (PLHIV)-networks to enable them to efficiently fulfil their mandates. In addition, he/she actively promotes a culture of increased accountability, harmonisation and alignment of partners and the mainstreaming of HIV in the broader national development frameworks. Specifically:
1. Provides technical input in planning and implementing participatory organisational assessment to determine the management and organizational development needs and priorities of the National AIDS Council (NAC) and of the decentralised AIDS structures at the State, district and community levels and utilize the findings to prepare planning management and organisational development action plans.
2. Provides technical advice on strategic planning and programme development to strengthen policy and strategic frameworks and programmatic interventions of the national AIDS response towards scaling up to universal access to HIV prevention, treatment, care and support.
3. Provides technical advice and support for the review of current structures and development of effective architecture and relevant capacities for an effective decentralised HIV response, and for the planning and implementation of the joint UN programme of support on AIDS, facilitating the work of the UN Joint Team on AIDS and in brokering effective partnerships within the Joint Team and also between the National AIDS coordinating authority and other relevant stakeholders to ensure alignment to national policy frameworks.
4. Provides technical advice and support to NACA (National AIDS Coordinating Agency) at central level managers at central and state levels in the area of overall management including, but not limited to, development and implementation of action plans, information management and the strengthening of management systems, as well as to decentralised AIDS structure at state level to strengthen capacity in the area of financial management, including the development and implementation of financial operating and performance monitoring systems as well as support in the area of human resources management to continually improve performance of the organisation.
5. Strengthens the capacity of NAC to support the development, efficient operation and accountability of the NAC governing board (i.e. Commission, Council or Board).
6. Provides technical advice and support for the organizational development of selected NAC implementing partners (e.g. line ministries, district AIDS bodies, selected and/or umbrella NGOs and PLWA associations) to continually improve their performance in support of the national response.
8. Facilitates the strengthening of institutional capacity of the decentralized AIDS structures (e.g. state, district and community AIDS Committees) and the development of productive linkages between national, state, district and community structures in order to scale up the local response.
10. Provides advice and technical support to national authority to ensure the mainstreaming of HIV into national development frameworks and sector plans.
11. Facilitates development and implementation of harmonised action plan especially broker development partner buy-in to joint strategic planning and monitoring framework and technical support plan and joint programme review.
12. Develops mechanisms to identify and address systemic and implementation bottlenecks to scaling up towards universal access.
13.Facilitates provision of harmonised and quality assurance technical assistance towards development and implementation of strategic plans at national and state levels, by providing technical support for the development of costed annual action plan on AIDS.
14. Through the Joint Team on AIDS leads support to development of proposal for funding by Global Fund on AIDS, Tuberculosis and Malaria and implementation of same facilitating support to help remove bottlenecks.
Performs other related duties as assigned.

| REQUIRED QUALIFICATIONS |
Education: Advanced degree in management and developmental planning, public health, social sciences, public and administration, international relations or similar academic preparation. |
Competencies:
Ability to define strategic framework and translate polices and strategies into programmatic interventions particularly in the area of HIV. Ability to provide strategic information on HIV for decision makers and carry out high level negotiations. Good knowledge of UN System and familiarity with development issues. Ability to achieve consensus and coordination through team building and other methods. Understanding of the AIDS epidemic and its implications. Experience in organisational development and management area and mobilizing a wide range of external partners.

Experience:
Essential: 7-10 years' experience in international development, with emphasis on design and management of major collaboration programmes, combined with experience on public strategy and programme development, including human resources and finance, broad experience in working with and mobilizing a range of external partners, including those from the public and private sectors, and civil society. Desirable: Experience or knowledge of the UN system and in the region and also in working with international donor partners.

Languages:
Essential: Advanced level of English (oral and written). Desirable: Knowledge of another UN official language.
