MANDATE OF THE DEPARTMENT:
Gender action is a corporate priority for the UNAIDS Secretariat supported by the UNAIDS Programme Coordinating Board. Operationally, the UNAIDS Secretariat's gender portfolio has been combined with the work of the Global Coalition on Women and AIDS (GCWA) to enhance synergies between the two streams of work and to provide for a more focused and strategic gender agenda. While the GCWA focuses specifically on issues related to women and AIDS, the gender portfolio encompasses attention to the full range of vulnerabilities associated with gender and sexuality in the context of the AIDS epidemic. The central mandate of the gender unit is to promote stronger attention to gender issues within global policies and national AIDS responses. Using the UNAIDS Secretariat's convening power and its capacity to set and influence norms and policies in the global AIDS response, the gender unit is: - Systematically strengthen UNAIDS Secretariat's gender-related efforts in support of the global response to the AIDS epidemic; - Develop practical guidance for enhancing action on gender and AIDS at national, regional and global levels; and - Promote and support optimally effective and gender-transformative national AIDS responses to achieve Universal Access to HIV prevention, treatment, care and support.

Main tasks and Responsibilities of the Position:
Reporting to the Director of Gender and Global Coalition on Women and AIDS, the incumbent provides guidance and leads the coordination of the UNAIDS Secretariat work on gender and AIDS ("gender" defined to include attention to the full range of vulnerabilities associated with gender and sexuality, faced by women, men and sexual minorities in the context of the HIV epidemic).
a) Provide leadership and influence both within the UNAIDS Secretariat and externally towards the integration of gender into the AIDS response, at national, regional and global levels; b) Establish strategic goals, work plans, operational targets and deliverables on gender and AIDS for the UNAIDS Secretariat on an annual and biennial basis, aligning UNAIDS Secretariat actions with the UN system-wide efforts to advance gender equality in the global AIDS response; c) Formulate and promote the identification, development and implementation of policies, strategies and technical guidance within the Secretariat and with external partners, including Cosponsors, focused on gender issues in HIV prevention, treatment, care, support and impact mitigation; d) In close collaboration with UNDP, other Cosponsors and UNIFEM, lead and facilitate the provision of practical guidance to strengthen gender elements in national AIDS response processes including strategic planning, coordination, funding, monitoring and evaluation; e) Bolster technical support to strengthen country level capacity to integrate AIDS-related gender issues in national AIDS processes, policies, strategies and operational plans; f) Oversee the preparation and facilitate inputs on gender into key reports on the epidemic and the response into strategic frameworks relating to HIV prevention, treatment, care and support; g) Provide authoritative advice on gender and AIDS-related issues throughout the UNAIDS Secretariat at country, regional and headquarters levels; Cosponsors, UN Theme Groups on AIDS, UN Joint Teams on AIDS, governments, and civil society organizations, including with regard to people living with HIV and members of vulnerable groups; h) Champion gender training of UNAIDS Secretariat staff and others in the context of HIV, and in collaboration with HRM; i) Proactively participle in, monitor, track and ensure the timely production of reports on the implementation of the UN Economic and Social Council (ECOSOC), General Assembly and other UN system-wide gender equality mandates within the UNAIDS Secretariat; and j) Manage Inter-Departmental Working Group on Gender within UNAIDS Secretariat; k) Perform other related duties as required.

| REQUIRED QUALIFICATIONS |
Education: Advanced university degree in social sciences, political science, public health, development economics or related discipline, including gender studies |
Competencies:
Sound technical knowledge of HIV issues, gender, development and public health. Demonstrated ability to negotiate and build partnerships, provide policy advice and technical as well as operational guidance in areas related to gender and AIDS programming. Thorough understanding of the AIDS epidemic and its implications.

Experience:
Eleven to fifteen years' experience in AIDS programming work, including field experience with demonstrated achievements in the specific area of integrating gender concerns into AIDS programming in developing countries. Desirable: Experience with UN system organizations in technical programs, or in public health at international level

Languages:
Advanced level of English, and basic level of French. Desirable: Basic level of another UN official language
