Main tasks and Responsibilities of the Position:
The incumbent will work under the supervision and guidance of the UNAIDS Director of the Regional Support Team (RST) Caribbean, in close collaboration with the regional M&E Adviser for the Caribbean region.
The postholder will work primarily with national partners in the Caribbean region, to assist countries in building overall informatics and data collection capacity. This includes but is not limited to developing simple and functional IT platforms to support monitoring and evaluation systems relating to national AIDS programmatic responses. Some assistance will also be given for development of IT platforms to support intra-regional data exchange and information systems.
There is a particular focus on member countries of the Organization of Eastern Caribbean States (OECS). Many national AIDS responses are funded by World Bank loans/grants, and/or grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM); development of efficient programmatic data reporting systems is crucial for monitoring the course of the epidemic, as well as the progress of country responses. Further, a recent multi-organization review of The World Bank's HIV portfolio in the Caribbean underscored the importance of developing simple, low technology and practical M&E systems that are more aligned with country realities and focus on development of national capacity while enhancing basic data collection procedures from various entities. The post itself is funded through a regional World Bank International Development Association (IDA) grant programme for AIDS, under a contractual agreement between the Caribbean Community and Common Market (CARICOM) and the Joint UN Programme on HIV (UNAIDS). The postholder will strengthen UNAIDS' contribution towards building effective national AIDS programme monitoring and evaluation systems. The postholder will be required to travel regularly throughout the region, to provide technical assistance to countries by helping them improve their existing methods of data collection and aiding them in their development of appropriate IT platforms so that the resulting systems are better aligned with the improved data collection procedures in place, thereby facilitating more robust analysis and reporting. Particular emphasis will be placed on supporting countries in the use of CRIS version 2, and the development and use of additional database applications, as required, such as Excel/Access, Epi-info, Dev-info, SPSS and Microsoft SQL Server.
This post complements the Caribbean M&E Adviser post in the following way:
- The M&E Adviser works with countries at the national level, on all phases in the AIDS programming cycle, from programme design, through to implementation monitoring and impact evaluation, including development of national log-frames. This involves practical understanding of programme interventions and relevant indicators. The M&E adviser is involved in the 'larger picture' with regard to M&E systems design/strengthening.
- The Information Systems Adviser provides complementary skills in design and/or use of software to support data flow, analysis and reporting systems for specific programmatic intervention areas, in computerized information systems, with particular emphasis on orientation and motivation of local users, and in alignment with overall preparedness and local country capacity.
Specific Responsibilities:
1. In collaboration with member agencies of the Caribbean Regional M&E Technical Working Group (TWG), the incumbent will support the development and strengthening of national M&E IT platforms, and will :
- Work with local AIDS programme staff, to identify specific country needs in relation to development of IT platforms and informatics, to operationalize systems for data collection, analysis, reporting, dissemination and use. This includes organizing relevant training events, and mentoring and supporting national programme staff who will use software systems, and well as helping countries source IT contractors to implement next steps e.g. support for writing relevant terms of reference for IT contractors.
- Prepare and update country informatics briefs - situational assessments, progress reviews, etc.
- Be prepared, where necessary, to provide more hands-on support to countries in the region to operationalize and systematize data collection
- Support the local use of CRIS, and train CRIS in-country counterparts, particularly for improved UNGASS and donor reporting, as relevant, within the context of existing/planned country IT platforms. This will include support for configuring CRIS to country needs, including modification of application reference tables, pick lists, definition of local organizations, and export of configuration files from primary installation.
- Assist local organizations in implementation of UN-standard indicator transmission formats.
- Monitor implementation of data collection and analysis systems, and facilitate establishment of processes to insure flow of information to and from countries, via CRIS application and/or other regional networking applications, as appropriate.
- Monitor periodically the status of implementation of improved data collection procedures in countries and assure regional data quality
- Support development of intra-regional M&E networking systems between island states, and provide advice for procurement of relevant hardware and software.
- Broker and/or source technical support for programming database interfaces, as appropriate.
2. Support the overall functioning of the local/regional UNAIDS IT environment, in response to the expressed needs of RST/Caribbean professional staff and UCC in the Caribbean, and under the technical guidance of UNAIDS, Geneva.
REQUIRED QUALIFICATIONS
Education:
Graduate and/or post-graduate degree in related IT field, or alternate academic/technical certificate
Competencies:
Use of computerized data systems in context of public health M&E and HMIS systems.
Basic computer skills:
- Literacy in a wide range of computer applications, especially Microsoft Office applications (Excel).
- Proficiency with a range of database applications, especially Microsoft SQL Server and Microsoft Access, Epiinfo, CRIS, SPSS, or other relevant statistical/data packages.
- Ability to evaluate computer system requirements and diagnose application installation problems, or to source this information.

Advanced computer skills desirable:
- Ability to manage service agreements with regional information technology (IT) services vendors.
- Ability to map external databases to XML schema, generate XML, and resolve XML validation errors.
- Ability to provide general IT support for hardware, operating system (Microsoft) and application software, email, network administration, and internet connectivity under guidance of UNAIDS IRT staff.
Computer management skills, report drafting, negotiation, training skills. Strong conceptual and analytical skills; Creativity and problem-solving skills. Strong team building and communication skills including interpersonal and diplomacy skills, suited to a wide range of working environments (UN, Government, NGO.). Strategic thinker capable of leveraging country systems and local synergies to propose pragmatic solutions and maximize impact.
Excellent organizational and supervisory skills to lead multi country capacity building efforts, in collaboration with multiple global and regional partners.
Flexible and innovative with the ability to manage competing demands with tact and discretion. Ability to work in an international and multi-cultural environment. Sensitivity to HIV/AIDS and development issues.
Experience:
At least 8 years experience in the field related to monitoring and evaluation, with at least 1 year in information system design and development. Development of a range of software applications to support social scientific data systems. Experience of working with nationals in developing countries desirable, especially in relation to supporting national AIDS programme data systems
Languages:
Fluency in English.
Desirable : working knowledge of French and/or Spanish.
Annual salary: (Net of tax)
63 052 $ at single rate
67 709 $ with primary dependants
Post Adjustment: 45.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
