MANDATE OF THE DEPARTMENT:
The Programme Group pursues the organizational priority for scaling up universal access to HIV prevention, treatment, care and support at country, regional and global levels focusing its efforts on achieving and sustaining results. These are being accomplished through several strategic actions ensuring among others a sustained commitment of national leadership for universal access implementation and also strengthened engagement of all stakeholders in country led AIDS response. The department of Partnership and External Relations focuses among others on ensuring partnership with a broad range of civil society organizations and optimally engaging them in AIDS response.
Main tasks and Responsibilities of the Position:
Under the guidance of the Director of Technical and Operational Support Department and in close collaboration with the Director of Communication and External Relations, the incumbent devoting 70% of his time to programme responsibilities and duties and 30% to partnerships and external relations tasks and carries out the following specific duties:

- Take the lead in the development and implementation of a UNAIDS strategy to enhance involvement of civil society and other non-state actors in the development of effective AIDS policies, the strategic planning, implementation and management of the AIDS response at regional and country levels, including capacity-building of civil society.

- Build a high-level, strategic coalition for the development of policy and programmatic advice on the role of non-state actors in efforts to move towards universal access at country level engaging well recognized global and national personalities and experts.

- Serve as lead focal point for Programme on interdepartmental initiatives on partnership-building, civil society engagement, public-private partnerships and social mobilization.

- Collaborate with UNAIDS Directors, Regional Support Teams, UNAIDS Country Coordinators, departments concerned of the Secretariat and UNAIDS Cosponsors to align partnership-building policy strategy with regional and country-level strategy and programming.

- Advise other departments and units at headquarters, regional and country levels on the development of advocacy strategy for engaging and working with civil society and other aspects of UNAIDS Secretariat policy position on partnership, strategy and arrangement for involvement in AIDS response.

- Advise on development of policy and strategic actions in UNAIDS role, involvement and support to health system strengthening for the scaling up of HIV prevention, treatment and care, reinforcing partnership with WHO, Global Health Work Force Alliance, the World Bank, the Global Fund, International Health Partnership with a view to achieving universal access and MDG health goals.

- Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, social sciences, international administration, social communication.
Competencies:
Strong facilitator of complex negotiations among a broad range of stakeholders in the AIDS response. Thorough understanding of HIV epidemic and the response, especially with regard to the role of civil society and other non-state actors. Strong interpersonal, representational and advocacy skills. Ability to facilitate and enhance involvement of a range of partners in AIDS work.
Experience:
Essential: Eleven to fifteen years' experience in civil society mobilisation, collaboration and partnership development, with over five years of international experience in the field of health or development preferably in AIDS. Experience in developing partnership with civil society groups, non governmental and international organisations. Experience in the UN system.

Desirable: Broad experience in advocacy, social communication and/or management of AIDS programmes.
Languages:
Essential: Excellent knowledge of English with a working knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization' s Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 5 years. The standard duration is linked to the hardship classification of the duty station.
Annual salary: (Net of tax)
75,432 US$ at single rate
81,197 US$ with primary dependants
Post Adjustment: 95.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
