MANDATE OF THE DEPARTMENT:
The UNAIDS Country Office in South Africa work closely with the Government and Civil Society is playing a high policy driven role contributing to the national AIDS response providing guidance and expert advice on policy development, strategic planning, programming and also high quality technical support for scaling up to universal access to HIV, prevention, treatment, care and support. This position is critical in pursuing this mandate and reinforcing as well coordination, coherence and quality of the UN system support through a joint programme on AIDS
Main tasks and Responsibilities of the Position:
The incumbent plays a key role in areas encompassing expert advice on policy, strategic planning and programme prioritization and interventions leading, managing and ensuring a broad range of activities. Under the overall leadership of the UNAIDS Country Coordinator, the incumbent performs the following duties and responsibilities.

1. Lead technical input in policy and programme development and strategic planning to strengthen the policy and strategic frameworks and programmatic interventions of the national AIDS response towards scaling up to universal access to HIV prevention, treatment and care.

2. Lead and support the SANAC Secretariat in the development of technical assistance plan to the national AIDS response in the areas of policy, strategy, programme development, capacity building and institutional strengthening, collaboration with other Government departments, donor partners, the UNAIDS Theme Group, the Joint UN Team on AIDS, the Regional Technical Support Facility, the Regional Support Team and the Geneva Technical Support Division, and playing a lead role to provide technical support to SANAC Secretariat to organize review of national and regional policies and programme guidance in support of a range of areas of the national response in order to update national policy and programme guidelines to ensure evidence -informed national response.

3. Provide policy and programme technical guidance to Head of SANAC Secretariat and other Heads of AIDS clusters across Public Sector, Ministries and Departments and broker technical assistance to facilitate ongoing policy programme review and updating to ensure that they are aligned to global policies in several AIDS related areas and are also evidence-based informed.

4. Promote and facilitate the elaboration of national strategy in areas of strategic information in collaboration with the M&E Adviser and other Units, Departments of Government and external partners with particular attention to specific areas of focus for scaling up HIV prevention and treatment as part of universal access, i.e. Know Your Epidemic; a decisive factor for prioritization of the national AIDS programme interventions.

5. Monitor, in collaboration with M&E Adviser trends in epidemiology, policies application and programme interventions, identifying critical policy and strategic issues that should be addresses by SANAC Secretariat.

6. Lead technical support to national authority to ensure the mainstreaming of AIDS in national development frameworks ie Poverty Reduction Strategy Paper, National Development Plan, and all sectors key policy instruments and that they have developed frameworks namely Poverty Reduction implementation of sectors operational plans.

7. Collaborate with UNAIDS Cosponsors and the national AIDS authority in the elaboration of the UN Joint Programme on AIDS in supporting the national AIDS response based on the National Strategic Plan on AIDS, the UN Development Assistance Framework (UNDAF), the Government National Plan of Action and the United Nations Development Group (UNDG). Coordinate UN system input to national policy and programme development discussions and Task Teams to achieve MDGs, UNGASS and universal access goal.

8. Lead and ensure that policy and programme advisory to the national response is well coordinated in the Joint UN Team on AIDS by managing through the Joint UN programme of support policy and programme experts in the team to ensure synergy and alignment to national policy frameworks.

9. Serve as Deputy UNAIDS Country Coordinator ensuring supervision of technical staff and assisting the UCC in managing the Joint UN Team on AIDS.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, social and political science, public administration and management.
Competencies:
Demonstrated knowledge of AIDS epidemic and in the design of policy, strategic and programmatic frameworks particularly in the specific areas of HIV prevention, treatment, care and support. Sound knowledge of one or more substantive areas around AIDS. Strong analytical and programming skills ability to translate policies and strategies into effective programmatic actions at country level.
Demonstrated ability in fostering collaborative relationship with national partners, donors, cosponsors, civil society, external institutions including think tank groups and across units and departments of the office
Experience:
Essential: Eleven to fifteen years' experience in the design, development and implementation of policy and programmes in developing countries, complemented by significant experience in providing policy strategy, programmatic direction and technical support based on consolidated analysis of needs of a range of partners working on AIDS. Demonstrated knowledge of and experience in the UN system.

Desirable: Experience in one or more countries in Sub-Saharan Africa.
Languages:
Essential: Excellent knowledge of English.
Desirable: Knowledge of another UN official language

75432 US$ at single rate
81197 US$ with primary dependants
Post Adjustment: 38 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
