MANDATE OF THE DEPARTMENT:
To generate and promote the utilisation of strategic information on the global and domestic financing flows and on the socio-economic conditions of people, communities and countries, to enable countries to develop and implement effective policies, strategies and programs to halt and reverse the spread of the epidemic and improve the quality of life of the people affected by it.
Main tasks and Responsibilities of the Position:
Working under the supervision of the Team Leader; the technical Officer develops strategies and conducts activities for the production of Global Flows Reports, and supports global resource tracking and funding from donors and investment flows in research and development.

Specifically,

1. Development, analysis and evaluation

a. Work with Resource Tracking Adviser in developing strategies and setting logistics for monitoring and tracking resource availability, commitments and disbursements from international donors.
b. Compile reports of actual disbursements from donors to determine the level of international financial flows to mobilize resources towards universal access in response to AIDS.
c. Synthesis results from donor's reports by measuring the amount of bilateral and multilateral financial flows
(commitments and disbursements) for the benefit of low- and middle-income countries.
d. Compile inputs from various teams for outgoing reports and supporting UNAIDS partners to determine the amount of public funds for research and development of preventive HIV vaccines and microbicides.
e. Support the resource tracking work and the UNGASS reporting of the indicator of global commitment and action indicators.
f. Identify data needs and improve data collection methodologies, tools, data management and reporting systems ensuring that they meet international needs with respect international financial flows.
g. Develop background information/materials/tools in relation to Global Flows Monitoring and assist in the review and analysis of methodologies that pertain to Resource Tracking from the donor perspective
h. Develop a database with existing information from international donors on AIDS Funding for use in the unit and to support UNGASS reporting process.
i. Contribute with the production of indicators for the production of global reports.

REQUIRED QUALIFICATIONS
Education:
Essential: University degree in economics, finance, social development or public health, or a relevant combination of academic preparation and experience.

Competencies:
- Knowledge on HIV/AIDS service provision components
- Good understanding of the global financing of HIV and AIDS monitoring and evaluation of economic and financing processes
- Knowledge of the principles regarding collection and sharing of strategic information in the estimation of resource for HIV and AIDS
- Knowledge of economics with an emphasis on health financing
- Knowledge of essential principles of public finance
- Familiarity on the global financing of HIV and AIDS
- Familiarity with performance monitoring systems of multilateral and bilateral donor agencies
Experience:
Essential: Three to five years' experience in projects related to development of finance work at the international, regional and/or national level with experience in planning, conducting and producing country projects on HIV resource flows.
Languages:
Essential: Excellent knowledge of English or French with a working knowledge o the other language.
Desirable: Knowledge of another UN official language.
Annual salary: (Net of tax)
43,662 US$ at single rate
46,549 US$ with primary dependants
Post Adjustment: 73.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
