MANDATE OF THE DEPARTMENT:
The overall vision of the Aid Effectiveness Division is improved coordination, harmonization, alignment and accountability by all partners in the national AIDS response to achieve the goal of universal access to prevention, treatment, care and support.
The mission of the Aid Effectiveness Division is to provide guidance to, and strengthen, UNAIDS work globally to improve coordination, harmonization and alignment of government, donor, civil society, UN and other partners in the scaling up of national AIDS responses. The Division will support greater UN system and partner coherence and accountability. It will also collaborate with the large funding entities that are active in the response to AIDS to improve effective resource utilization and provide policy and programmatic support to monitor international commitments to national coordination.
Main tasks and Responsibilities of the Position:
Under the guidance of the "Country Coordination" Programme Management Advisor, Aid Effectiveness Division the incumbent is responsible for:

- Development of policy and strategy to support the implementation of the "Three Ones" Principles at country level.

- Develop quality tools and guidelines to promote greater adherence to "Three Ones", Global Task Team Recommendations and international commitments through e.g. OECD/DAC by partners in the global AIDS response.

- In collaboration with other divisions support and strengthen the harmonization and alignment of country responses

- Production and delivery of guidance and support to Regional Support Teams and UNAIDS Country Offices to plan implementation of "Three Ones" related actions, especially relating to coordination at country level.

- Manage development and implementation of guidance for conducting Joint AIDS Programme reviews and analysis of findings from these reviews

- Support UNAIDS development and implementation of guidance to ensure meaningful involvement of civil society in national AIDS responses

- Research, prepare and draft analytical reports, PCB board papers, talking points and briefings on key issues including liaison with relevant departments within the programme to ensure quality strategic information on the relevant areas of work.

- Provide strategic guidance to UNAIDS country offices and Regional Support Teams when required.



REQUIRED QUALIFICATIONS
Education:
Degree in development, economics, social sciences, public health, public administration, management, or similar academic preparation.
Competencies:
Experience in UN system organizations in technical programmes or in public health at international level. Understanding of development issues, in particular the harmonization and alignment agenda. Experience with coordination, planning and monitoring and evaluation of national HIV responses
Experience:
Three to six years' experience in managing and implementing development cooperation programs. Experience of UNAIDS role, mandate and corporate priorities.
Languages:
Essential: Excellent knowledge of English or French with a working knowledge of the other language.
Desirable: Knowledge of another UN System official language.
Annual salary: (Net of tax)
51395 US$ at single rate
55060 US$ with primary dependants
Post Adjustment: 73.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
