MANDATE OF THE DEPARTMENT:
The SHR Unit provides leadership in addressing the linkages between AIDS & and Security and AIDS in emergencies. Components of SHR work include strengthening global, regional and country level coordination mechanisms; strengthening strategic information; and providing technical and financial support to humanitarian responses and uniformed services programs in selected countries and regions.
Main tasks and Responsibilities of the Position:
The Technical Officer is responsible for the management of the Irish Aid project for strengthening HIV responses within humanitarian action. In this capacity, the incumbent operationalizes UNAIDS capacity building strategies in the area of HIV in emergencies. This includes the training of UNAIDS staff and partners in emergency preparedness as it relates to HIV, the development and facilitation of technical assistance mechanisms, and capacity building in and support to priority emergency-affected countries HIV in emergencies. The Technical Officer will be based within the Security and Humanitarian Response Team in the Programme Priorities Support Division of Evidence, Monitoring and Programmatic Department in Geneva. Under the supervision of the Team Leader of SHR, he/she performs the following duties:
1. Develop and operationalize strategies to build capacity in HIV in emergencies of UNAIDS staff and partners at country and regional levels by
- Identifying country needs and opportunities in close collaboration with regional advisors, developing criteria for technical and financial support and critically analysing proposals submitted by countries and regional offices

- Developing and maintaining mechanisms to coordinate and provide technical support and ensuring it is provided, to countries with protracted crises as well as those with sudden-onset disasters

- Facilitating the training of UNAIDS Country Coordinators, other UNAIDS staff and selected partners in issues related to HIV in emergencies

2. Responsible for the integration of HIV into emergency preparedness and contingency planning processes and guidelines worldwide, by
- Determining the extent NSPs and other country-level HIV planning processes and documents have included emergency preparedness elements

- Developing emergency preparedness guidelines, in collaboration with key stakeholders, ensuring the collation, dissemination and use of strategic information needed to guide policy and supporting advocacy efforts on technically and sound policies and relevant programmes

- Managing the process of training UNAIDS and partners in emergency preparedness

3. Strengthen regional teams and interagency working groups on HIV in emergencies and the global IASC Task Force, by
- Identifying regional support needs and opportunities and developing support strategies, including with regards to the establishing of regional expert/consultants rosters and linkages to Technical Support Facilities
- Providing/facilitating and maintaining linkages between regional working groups and the global IASC Task Force
- Managing annual planning meetings and regular teleconferences with regional humanitarian advisors

4. Manage the implementation of the Irish Aid contribution project, including by:
- Identifying and assessing capacity gaps and mobilizing technical, financial and institutional resources to respond to needs in emergency stetting
- Preparing and monitoring the implementation of contractual arrangements
- Preparing donor reports and ensuring their timely submission
- Organizing review meetings and providing necessary follow-up

5. Perform other related duties as requested by the Team Leader, SHR
REQUIRED QUALIFICATIONS
Education:
Post graduate degree in social science, public health, international relations.
Desirable: specific training in disaster/emergency preparedness and responses.
Competencies:
Demonstrated understanding of international organizations, in particular UN programs and agencies (headquarter, regional and country levels). Good understanding of the HIV epidemic, HIV needs in humanitarian settings and humanitarian coordination mechanisms. Demonstrated communication skills. Financial and project management skills.



Experience:
At least seven to ten years experience with international development or humanitarian work, including some five years in AIDS related projects or programs;
Desirable: Experience with implementing HIV humanitarian responses in the field.
Languages:
Essential: Excellent knowledge of English or French, with a working knowledge of the other language.
Desirable: knowledge of another official UN language.
Annual salary: (Net of tax)
63,052 US$ at single rate
67,709 US$ with primary dependants
Post Adjustment: 73.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
