MANDATE OF THE DEPARTMENT:
The Field Support Unit within the Programme Oversight and Support Division of the Programme Group coordinates and provides effective and efficient results- based operational and management support services to the UNAIDS Regional Support Teams (RST) and Country Offices. It analyses and monitors field-based management and operations to guide policy development and inform decision making concerning country offices operations that complement RSTs primary role of country offices support. It provides training and guidance to field-based staff with a view to ensuring a high level of operations management. The Unit ensures the security and safety of UNAIDS field-based staff and County Offices.
The Unit serves also as the primary link between Departments of the Programme Group and also Management Department and the RST and Country Offices ensuring that overall support from Headquarters is coherent and responsive to their management and operational needs.
Main tasks and Responsibilities of the Position:
Under the general guidance and supervision of the Head of the Programme Oversight and Support Division of the Programme Branch the incumbent will perform but not limited to the following duties and responsibilities:

- Ensure oversight and accountability of the Field Support Team in carrying out the relevant key responsibilities of the Unit in the implementation of the workplanning that enhances operational management support to Regional Support Teams and Country offices.

- Provide Team leadership, guidance to the work of Field Support Team. Ensure implementation of new approaches and systems developed for streamlining management operations through increased utilization of UNAIDS Cosponsors capacity at regional and country levels, based on procedural arrangements, with cost effectiveness and efficiency in mind.

- Ensure the provision of effective operational support to UNAIDS Country Offices and liaising with Headquarters Finance Unit ensuring correct and timely authorizations for transfer of operational funds to UNAIDS Country Offices, overseeing the processing of financial transactions and procurement of supplies and equipment.

- Provide advice and guidance to Regional Support Teams and Country Offices in the preparation of annual operational budgets and also advise on matters having administrative and operational implications and or related policy issues.

- Manage and monitor the implementation of the Regional and Country Office operational budgets allotments and support their review and revision when required with a view to ensuring efficiency and consistency with allotments.

- Foster and monitor the implementation of the new UNDP/UNAIDS Memorandum of Understanding in collaboration with Regional Support Teams and Country Offices, and document its effectiveness to inform and recommend improvements as appropriate to senior management. Support the development of management and operational tools and systems and their application with a view of ensuring efficiency of operations at the Field Offices.

- Coordinate and facilitate the planning and recruitment process of general service staff at Regional Support Teams and Country Offices in accordance with the approved operational budget. Perform regular analysis of staffing structure of Country Offices with a view to identifying the need for additional general services support staff and monitor the recruitment process for such staffing.

- Provide oversight of the various Field Support Team databases including analysis, monitoring and documentation and keep the Head of the Programme Oversight and Support Division informed of developments, achievements and or shortcomings.

- Undertake missions to Regional Support Teams and Country Offices to provide advice, guidance, and training of staff on management and operational matters and help address related issues.

- Ensure management capacity of the Field Support Team is strengthened, establishing clear line of responsibility and accountability for managing the activities of the Unit to enable members to function as a team towards the objectives set. Ensure relevant training of Filed Support Team staff including pertinent and specific management training with a view to enhancing operational and management capacity of the Unit and its efficiency. Likewise in collaboration with the RST Directors prepare a skill development plan in management training including Office operations to enhance overall performance of Country Offices.

- Participate in the development update of policies and guidelines and monitor their implementation for improving operations and management of field offices.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public administration and management, or a relevant combination of academic preparation and experience, including specialization in management operations and development planning
Desirable: Training or degree in programme planning, work plan development and management or public health.
Competencies:
Demonstrated knowledge and skills in operational management; assess operational plans and develop long range planning with the ability to develop the knowledge in others. Good knowledge of accounting and budget preparation, travel policy and procurement procedures. Experience in the interpretation and application of UN common guidelines. Ability to develop programmes for, and provides good administrative and operational management support. Demonstrated skills in working collaboratively across disciplines and with staff of different institutions. Knowledge of programmatic objectives and goals and programmatic operations at multiple levels, ability to communicate effectively, orally and in writing. Good organizational skills.
Experience:
Essential: Seven to ten years' experience in implementing and developing health programme administration and operational management at international level, including over five years' experience in the management and operational support environment.
Desirable: Experience in a developing country with relevant experience in the UN System in technical programme administration and management.
Languages:
Essential: Excellent knowledge of English or French, with a working knowledge of the other language.
Desirable: Knowledge of another UN official language.

Annual salary: (Net of tax)
63,052 US$ at single rate
67,709 US$ with primary dependants
Post Adjustment: 73.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
