Main tasks and Responsibilities of the Position:
I/ To provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels in MENA

- UN system strengthening at country level. Coordinate the development, implementation, monitoring and reporting of workplans to strengthen UN country team responses to AIDS; including working with UN Resident Coordinators, strengthen Theme Groups on HIV/AIDS and country teams and partners to assess current UN country team responses; develop workplans to strengthen the relevance, consistency and effectiveness of UN system country-level support; facilitate the provision of policy, programming and organizational development advice to country teams in support of the implementation of their workplans; explore and facilitate the application of recently approved UNDGO guidance on joint programming and resource management; monitor implementation and report on progress, constraints and issues to be addressed. Advocate, provide guidance and identify innovative ways to increase UN support, in particular in specific settings in MENA, such as post-conflict situations and countries with very limited UN presence.

- Regional-level coordination of the UN system response to AIDS. a) With the Directors of UNDGO and UNAIDS TOS, convene regular meetings of UNDG and UNAIDS Cosponsor regional Directors and Country UN Resident Coordinators to oversee and support progress in strengthening UN country team responses to AIDS; b) Ensure effective communication and liaison with all UN system regional offices, and Regional Support Teams; c) set in place the institutional arrangements and capacities required to provide substantive and coordinated support for UN country teams, interagency collaboration, advocacy and regional partnership coordination in MENA.

- Regional technical support platforms. Provide overall leadership, coordination and support for the development and functioning of a) technical support facilities, knowledge hubs and horizontal collaboration in key thematic areas (e.g. strengthening and maintenance of AIDS-related information and networking services; and b) joint or collaborative UN Programming initiatives to expand AIDS-related responses.

- Advocacy and partnership development. Coordinate and facilitate the MENA Regional Partnership Forum on HIV/AIDS of Key Partners and Cosponsors toward harmonizing the response, enabling epidemic and response monitoring, information exchanges and substantive discussion; Oversee the development of advocacy strategies on key issues (e.g. prevention, access to care, HIV and drug use, migration and HIV, etc); Coordinate contacts and liaison with intergovernmental, civil society organizations and donors (Arab League, GCC, DFID, OPEC, etc); Provide support to advocacy efforts including promoting the rights of people living with HIV.

- Progress and response monitoring. Oversee the preparation of periodic reports on regional trends in the response for use by UNAIDS, and partners; Facilitate inter-agency collaboration and harmonization, support development and implementation of UNCT performance monitoring and reporting system, including implementation of CRIS in countries;

- UNDGO engagement. Keep the TOS Director informed of progress in strengthening the UN system response to AIDS at the country and regional levels and make recommendations as to how UN reforms need to be adjusted to more effectively respond to AIDS.

II/ To influence responses to AIDS

The recommendations and decisions of the staff member will directly influence the UN responses
to AIDS at regional and country levels. Specifically, he or she will:

- Guide and influence Resident Coordinators and UN Country Teams in their development, implementation and monitoring of country level interagency work plans to achieve agreed "deliverables" and intensify joint programming opportunities

- Make recommendations to the UNDG on how UN reforms could be adjusted and accelerated to enable a more effective UN response in MENA. As such, these decisions and recommendations will have significant influence on the development of global policy and operation guidance related to UN reform, and relations between UNAIDS and UNDG at global, regional and country levels.

III/ To coordinate the Regional Support Team for MENA

- The staff member will be responsible for coordinating the MENA Regional Support Team in Cairo including assuming substantive regional coordination and leadership responsibility via the regional structures of UNAIDS cosponsors and others.


REQUIRED QUALIFICATIONS
Education:
Postgraduate degree in social sciences, development, economics, public health, public administration, management or similar academic preparation
Competencies:
Extensive knowledge of planning, management, implementation and evaluation of AIDS responses, with experience in and knowledge of the MENA Region; Thorough understanding of the AIDS epidemic and its underlying factors; its impact in countries, and ability to set priorities of the response and address vulnerability; Proven competence in developing strategic vision, and providing programmatic and technical support in policy and strategy development related to an expanded and multisectoral AIDS response, in particular in low-prevalence settings; Knowledge of the UN system organizations and their delivery mechanisms. Knowledge of organizations, institutions and individuals interested in and supportive of efforts against AIDS, ability to lead and motivate a multidisciplinary team of professionals and support staff.
Experience:
Over 15 years' experience managing and implementing development or cooperation programmes at the international and national level, at least 15 years of experience in addressing vulnerability to HIV and mobilizing an expanded multisectoral response, in particular in low-prevalence settings. Experience in working with UN systems is essential.
Languages:
Excellent knowledge of English.
Working knowledge of French and Arabic required.
Annual salary: (Net of tax)
89,129 US$ at single rate
96,427 US$ with primary dependants
Post Adjustment: 34.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
