MANDATE OF THE DEPARTMENT:
The Work plan Performance Monitoring and Management Support Unit assists the Directors of the Departments of Technical and Operational Support and Evidence, Monitoring and Policy in undertaking their managerial responsibilities, and guides, advises and coordinates the operations of both departments in the areas of work planning, budget, finance and administration in line with agreed division of labour with administrative staff in the two Departments, the Field Support and Staff Security Team and the Department of Resource Management (DRM).
Main tasks and Responsibilities of the Position:
Under the guidance of Head, Programme Oversight and Support Division, the incumbent is responsible for guiding and overseeing the work planning, budgeting and monitoring of the Departments of Country Response and Evidence, Monitoring and Policy, as well as overseeing administrative functioning of the departments.

Duties include, inter alia:

Planning
- Represent the departments in the financial development of the Secretariat component of the UBW and serve as focal point for subsequent interaction with DRM to ensure proactive implementation of funds under the responsibility of the two departments;
- Participate in the programmatic development of the Secretariat component of the UBW in order to ensure coherent and comprehensive coverage of the Departments' areas of responsibility;
- Guide and coordinate the development of work plans across the two departments and assure a forum for Geneva/RST consultations; and carry out process to assure results-based management and performance monitoring;
- Ensure strategic analysis of work plans for senior management review;
- Oversee coordination of reprogramming/reporting;

Budget and Finance
- Oversee processes for fund distribution and identify funding solutions for unplanned activities; reprogramming processes; monitoring processes and development of financial data to inform management and to respond to needs; alert management proactively to trends and challenges;
- Ensure systems are developed and maintained for effective oversight of all funds under the responsibility of the two departments (core, supplemental, inter-agency), In close collaboration with the Budget and Finance Officer, ensuring consistency across regions;
- Govern extra-budgetary (XB) process and development of agreements, in liaison with the extra-budgetary focal points in the RSTs and in collaboration with the extra budgetary Review Group;
- Oversee and disseminate information on the development and updating of policy and guidance for country level resource mobilization, including but not limited to monitoring of financial implementation and support staff in relation to timely implementation;
- Ensure systems are developed and maintained to track extra-budgetary funds under the responsibility of the two departments, including tracking implementation and reporting requirements; as well as develop and maintain systems to ensure consistent application of procedures for the functioning of Regional Support Teams ensuring systems for the processing of financial / contractual documents are clear and known by all in the department

Personnel
- In collaboration with the two departmental directors determine staffing needs at the Geneva level in the context of the work planning process and finance and facilitate/monitor the processing of vacant posts, shortlists and recruitment in function of mobility and other; and monitor, the recruitment status.

Administrative Responsibilities
- Coordinate the organization of Programme Branch management fora and retreats, and in collaboration with RSTs, define agendas and organize Regional Management
Meetings;
- Oversee management of the travel planning systems for the departments, including analyses to facilitate the approval process; operations of Management and Operations Virtual Group and implementation of work plans identified by the Group; general support and administration areas, and process for identification of training needs and provision of training;
- Act as an entry point for the departments on issues related to human resources management, work planning and financial management, including overseeing the development and use of Data Xposed, and drafting reports and administrative guidance notes.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in public management, development studies, or a relevant combination of academic preparation and experience.
Desirable: Training or degree in programme planning, work plan development and management.
Competencies:
Demonstrated management skills as related to work planning, complemented by excellent organizational and analytical skills, with a good knowledge of accounting and budget preparation. Ability to develop processes and good administrative and operational management support. Demonstrated skills in working collaboratively across disciplines and with staff of different institutions. Excellent interpersonal skills with the ability to communicate effectively, orally and in writing.
Experience:
Essential: Seven to ten years' experience in management of development programmes, complemented by institutional management experience in the areas of budget and finance, human resources, and/or work planning; field experience and good understanding of a variety of development contexts.
Desirable: Relevant experience in the UN System in administration and management.
Languages:
Essential: Excellent knowledge of English or French, with a working knowledge of the other language.
Desirable: Knowledge of another UN official language.
Annual salary: (Net of tax)
63,052 US$ at single rate
67,709 US$ with primary dependants
Post Adjustment: 79.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
