MANDATE OF THE DEPARTMENT:
The Programme Oversight and Support Division oversees the management, operations and workplanning process and performance within the Programme Group of the Secretariat at Headquarters, regional and country levels. It assures programmatic, managerial and operational support and oversight, improved operating practices by strengthening work processes and systems and streamlining administrative focus. The Division ensures workplan development for the Programme Group at Headquarters, regional and country levels and their performance. It ensures synergy of operational procedures across the Departments and Divisions of the Programme Group and assures safety and security of UNAIDS country offices and field staff. The Division is composed of two Units: the Workplan Performance Monitoring and Management Support Unit and the Field Support and Staff Security.
Main tasks and Responsibilities of the Position:
Under the general guidance of the Director of Technical and Operational Support Department and in close collaboration with the Director of Evidence, Monitoring and Policy Department, the Head of the Programme Oversight and Support Division:

- Provide leadership, technical and managerial and administrative support, as well as advice and guidance on application of organizational rules, regulations, systems and procedures, ensuring their effective compliance and taking initiative on management improvement.

- In close collaboration with the Directors of Departments of Evidence Monitoring and Policy, Technical and Operational Support and Strategic Country Intelligence, lead the workplanning development process across Departments and Divisions of the Programme Group, the Regional Support Teams and Country Offices levels, ensuring harmonization and alignment of workplans to objectives and expected outputs of the Unified Budget and Workplan (UBW), including but not limited to ensuring periodic work plan implementation review process in coordination with the departmental directors and the Head of Strategic Country Intelligence of the Programme Group.

- In collaboration with Human Resource Management, undertake critical analysis and preparation of the biennium budget process of the Programme Group, including both UBW and extra budgetary funding at Headquarters, regional and country levels, with emphasis on monitoring and providing oversight on budget implementation, financial resources expenditures and budget performance to ensure conformity with established programme plans, priorities and ceilings, and periodic reporting on actual implementation and performance of the budget for information and decision making of the Deputy Executive Director, and giving expert advice on reprogramming of funds.

- Critically review RST and Country Offices' budget proposals in light of proposed workplan activities for the biennium budget for consideration of the Deputy Executive Director, Programme. Conduct analysis of trends on overall workplan implementation and related budget expenditures performance to inform Deputy Executive Director and departmental directors.

- Conduct critical analysis in collaboration with Regional Support Team (RST) UNAIDS Country Offices profiles, including as related to staffing structure, budget and operational activities, providing authoritative advice to departmental directors and RST Director on needs and adjustments required, and supporting the Director of the Department in the review of Roll-out plans for human resources needs for the budget biennium including extra budgetary funds for consideration and approval of the Deputy Executive Director Programme.

- Manage and oversee all aspects of operational activities of the Programme Group, providing leadership and guidance and ensuring effective monitoring and control of managerial operations and performance in accordance with established plans and bring any performance issues to the attention of the Director of the Department, advising on how to address them, and provide authoritative guidance on policy and guidelines interpretation and application, and advise senior management of emerging management issues and challenges for consideration.

- Identify operational shortcomings at the Programme Group, regional and country offices and develop training activities designed to enhance performance and efficiency.

- Strengthen Country Offices and RST Offices activities by ensuring the application of operational systems, control mechanisms and procedures and conducting management reviews with a view to enhance performance and resolving sensitive issues.

- Lead and oversee the development of policies, tools, systems and processes to facilitate and improve managerial operations of the Programme Oversight and Support Division to optimizing efficiency, including but not limited to ensuring an effective forum Management and Operations Group (MOP) for identifying and addressing management and operational issues across departments at Headquarters and at RST and Country Offices levels.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in management, business administration, public administration, planning, management, and economics.
Desirable: Certified security training.
Competencies:
Demonstrated knowledge or experience of project management and strategy development. Good knowledge of computer management and applications. Excellent interpersonal and leadership skills.
Experience:
Essential: Eleven to fifteen years' experience at national and international levels, including involvement in the HIV response, as related to results-based work planning development and office management especially in the area of financial and human resources, planning and administration, including some eight years in a senior advisory capacity managing multi-tasked teams.
Desirable: Experience in developing country and in an international organization. Familiarity with WHO/UNDP management, administrative and operational procedures.
Languages:
Essential: Excellent knowledge of English or French, with a good knowledge of the other language.
Desirable: Knowledge of another UN official language
Annual salary: (Net of tax)
75,432 US$ at single rate
81,197 US$ with primary dependants
Post Adjustment: 79.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
