MANDATE OF THE DEPARTMENT:
The Department of Technical and Operational Support of the Programme Group focuses on supporting the scaling up of national AIDS response to move towards universal access to HIV prevention, treatment, care and support through the strengthening of national capacity, providing timely and quality technical support, and the promotion and support of an improved coordination, harmonization and alignment of all stakeholders for an enhanced AID effectiveness at country level. The Department provides leadership, guidance and direction and support to the UNAIDS Regional Support Teams (RST) and UNAIDS Country Offices (UCO) for an expanded UN system support to the national AIDS response, the provision of technical assistance and intellectual leadership on the status of AIDS response, the development of advocacy on strategies and partnership on the priority theme of scaling up towards universal access to prevention, treatment, care and support and their coordinating role of facilitating a strengthened inter-agency cooperation for an intensified AIDS response including the cooperation of other partners.
Main tasks and Responsibilities of the Position:
Under the guidance of the Deputy Executive Director, Programme Group, the incumbent will:

- Provide leadership and guidance to Heads of Divisions and support to Regional Support Teams and UNAIDS Country Offices; ensuring overall coherence in the provision of technical and managerial support to national AIDS response; facilitating understanding and coordination and translation of UNAIDS policies and strategies to respond to the HIV epidemic within the National Strategy Frameworks through provision of guidance at Regional and Country levels.

- Plan and elaborate the departmental work plans and the Regional Support Teams and Country Offices in line with the Unified Budget Workplan, overseeing their timely implementation through periodic reviews and ensuring performance results, including but not limited to ensuring (a) the provision of technical support for the development at country level of prioritised and fully costed national action programmes for achieving universal access to prevention, treatment, care and support according to UN General Assembly resolution of 2006; (b) the delivery of technical support, advice and guidance to UN Theme Groups on AIDS, UNAIDS cosponsors, Regional Support Teams (RSTs) and UNAIDS Resident Coordinators and UCCs, in all aspects of national strategic planning and management as related to HIV in collaboration with other concerned Departments and Divisions of UNAIDS Secretariat; (c) directing the provision of support for the strengthening of the capacity of the regional Technical Support Facilities and their efficient functioning for a proactive and timely response to scaling-up technical assistance at country level.

- Provide expert guidance and support to Cosponsors, RSTs and UCCs in assisting the UN System at regional and country levels to work in an integrated and coherent manner in order to "deliver as one" through the establishment of a Joint UN Team on AIDS and Joint Programme on AIDS consistent with the Global Task Team recommendations and the related UN Secretary General directive, including but not limited to (a) taking a lead role in the development of mechanism for and promote effective and substantive exchange of views and sharing of experiences regarding AIDS related development issues with UNAIDS' partners including UN Resident Coordinators, members of the UN Theme Groups, Joint UN Teams on AIDS, technical and programme staff, national counterparts, donor partners, NGOs, and community representatives; (b) providing expert and technical advice to UNAIDS Cosponsors, other UN organisations and international partners on national AIDS responses and challenges to assist them to support governments and civil society to deliver an expanded response; (c) advocating the provision of effective technical support through Regional Support Teams, regional and sub-regional intergovernmental bodies and initiatives to expand and improve country and inter-country actions towards an expanded response moving towards universal access to prevention, treatment, care and support; and guidance to ensure the effective functioning of the Global Implementation Support Teams (GIST) for problem solving at country level through the provision of necessary technical and managerial support to countries to remove implementation bottlenecks; thus maximizing the contributions of the Global Fund for AIDS, Tuberculosis and Malaria, World Bank and other major donors to the national AIDS responses.

- Oversee the development of guidelines, tools and provision of support for the strengthening of country level coordinating mechanisms while ensuring alignment, harmonization of donors support to national strategies and priorities to respond to the AIDS epidemic thus supporting the Three Ones principles, in conformity with the Global Task Team recommendations and the Paris Declaration of Harmonization.
To independently manage the Technical and Support Department, including but not limited to overseeing all aspect of budgetary and management oversight, advising, guiding, motivating and managing human resources, developing and promoting collaborative mechanisms with the Evidence, Monitoring and Policy Department, RSTs or other UNAIDS entities towards achieving full and sustainable technical support and coordinated planning at the global, regional and country levels.
Represent UNAIDS, the Executive Director, and the Deputy Executive Director at international, regional and national meetings and conferences to promote UNAIDS policies and to advance the expanded response to HIV monitoring towards universal access.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in social sciences, public health, development, economics, public administration, management, complemented by a post graduate degree in one or more of the above.
Competencies:
Thorough understanding of the HIV epidemic, its impact on socio-economic development of countries as well as the nature and limitations of the global and national responses and interventions and programme approaches; management and technical leadership on HIV prevention, care and treatment programmes
Demonstrated knowledge of planning, management and evaluation of technical support to developing countries combined with a sound knowledge of the UN system policies and working methods, and technical delivery mechanisms.
In-depth and wide range knowledge of development issues and multisectoral approaches and application of research to meet the needs of developing countries. Knowledge of institutions, organisations and foundations supportive of national efforts against the AIDS epidemic. Proven leadership qualities and excellent cross-cultural/interpersonal skills with commitment to and experience in consultative and facilitative approaches.
Experience:
Essential: At least 15 years' experience leading, managing the development and implementation of similar cooperation programmes at national and international levels, complemented by field experience with demonstrated achievements in developing countries. Experience in the UN System in technical and/or management of programmes.
Desirable: Experience or in-depth understanding of technical support activities in the field of HIV/AIDS.
Languages:
Essential: Excellent knowledge of English or French with a and good working knowledge of the other language
Desirable: Knowledge of another UN Official language.

Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the D2 grade under the current grading system.
Annual salary: (Net of tax)
94,360 US$ at single rate
102,713 US$ with primary dependants
Post Adjustment: 73.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
