MANDATE OF THE DEPARTMENT:
The Partnerships function of UNAIDS (PTN) works to harness the strategic strengths of a broad range of stakeholders - including governments, civil society and the private sector - in order to strengthen and fully resource the response to AIDS at all levels.
PTN is working in four specific focus areas: civil society; advocacy and campaigns; the private sector; and, resource mobilization. The four areas combine to:
-Provide UNAIDS' strategic direction on working effectively with all partners
-Optimally engage new partners in AIDS responses
-Sustain and deepen the involvement of those already engaged
-Broker linkages between partners and sectors in effective AIDS action
-Ensure optimal mobilization of resources for AIDS
-Strengthen the capacity of UN to work effectively in partnership on AIDS

Main tasks and Responsibilities of the Position:
The staff member has the following duties but not limited to:

1. Lead and manage the Partnerships Division - including budget oversight, workplan preparation and implementation as well as supervision of the Chiefs of Resource Mobilization, Civil Society Partnerships, Private Sector, Advocacy and Campaigns.

2. Provide leadership, policy advice and coordinate support to all UNAIDS' Secretariat and Cosponsor partnership activities.

3. Oversee the identification of new developments, as related to external partners, identifying and implementing strategies to improve the effectiveness of UNAIDS' work with partners as well as facilitating innovation for expanding UNAIDS' partnership efforts at global, national and regional levels.

4. Manage effective liaison and information exchange, on partnership strategies, approaches and programmes; ensure strong links with UNAIDS Cosponsors, Country Offices and Regional Support Teams.

5. Provide overall leadership, guidance, analysis and advice on how UNAIDS can continue to harness the strategic strengths of foundations.

6. Provide broad strategic direction for effective partnerships with the private sector, optimize the political influence that the private sector can have in the response to AIDS and manage key relationships with the private sector and networks.
7. Provide leadership to UNAIDS fundraising and resource mobilization work and overall strategic direction and guidance to UNAIDS advocacy and campaigning efforts.

8. Undertake other duties as appropriate as part of the overall Partnerships
REQUIRED QUALIFICATIONS
Education:
Essential: Post graduate degree in development, international relations, political, humanities or social sciences.
Desirable: Degree or study in management and/or communication.

Competencies:
Demonstrated knowledge of the UN system and managing effective partnerships in multiple sectors including: civil society, private sector and Member States through knowledge of AIDS as a cross-cutting development concern.

Experience:
Essential: At least fifteen years' experience in the UN system, Cosponsoring or international organizations/institutions, Ministry of Foreign Affairs/International Cooperation, complemented by experience with multilateralism and working at the global or regional and country level.
Languages:
Essential: Excellent knowledge of English or French with a working knowledge of the other language.
Desirable: Knowledge of another UN official language

Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the D1 grade under the current grading system.
Annual salary: (Net of tax)
87,407 US$ at single rate
94,564 US$ with primary dependants
Post Adjustment: 73.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
