Main tasks and Responsibilities of the Position:
The Technical Officer (TO) is responsible for the development and implementation of part of the work plan of the WHO-UNAIDS HIV Vaccine Initiative (HVI), - an initiative jointly sponsored by WHO and UNAIDS and based within the WHO Initiative for Vaccine Research (IVR).

Under the broad guidance of HVI Coordinator and IVR Director, s/he independently develops and implements targeted activities to promote the development, evaluation and future access to HIV vaccines. The position entails the following functions and responsibilities:

- Collaborate with relevant units within WHO (IVB, HIV, ETH), UNAIDS and relevant international partners for the development of effective normative, ethical, regulatory and legal frameworks in support of HIV vaccine clinical trials in developing countries.
- Support the development of guidelines and tools for advocacy, information and community participation contributing to the global agenda to promote an accelerated development and evaluation of, as well as future access to HIV vaccines.
- Facilitate the establishment of regional networks and national strategic plans in support of HIV vaccine research and development (R & D) in developing countries.
- Provide technical advice and assistance for the development and implementation of capacity strengthening activities, as dictated by HVI's plan of work.
- Provide leadership, technical advice and secretarial support for the development and implementation of the strategic plan of the African AIDS Vaccine Programme (AAVP), in close collaboration with the AAVP Focal point in WHO'S Regional Office for Africa, and following recommendations of the AAVP Steering Committee.
- Contribute to the development of fundraising strategies to enhance financial investments in HIV vaccines for developing countries.
REQUIRED QUALIFICATIONS
Education:
Master or Ph.D. degree (s) in medicine, public health, biomedical, social sciences or equivalent. Post-graduate qualifications in fields relevant to vaccine R & D and clinical trials would be an asset.

Competencies:
Extensive knowledge of vaccine R & D, preferably with relevance to HIV vaccines, including normative, ethical, regulatory and other issues. Proven ability in coordinating and managing collaborative projects, including networking with partners.

Experience:
A minimum of 8 years of demonstrated experience in the field of vaccine R & D, clinical trials, training and capacity building, in particular in developing countries. Broad knowledge of and experience with coordination and implementation of HIV prevention and control programmes in developing countries.
Languages:
Excellent working knowledge of both English and French.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P4 grade under the current grading system.
Annual salary: (Net of tax)
61 834 US$ at single rate
66 401 US$ with primary dependants
Post Adjustment: 72.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
