MANDATE OF THE DEPARTMENT:
The mission of the IMT unit is to lead, guide and standardize the development and provision of all UNAIDS Information & Communications Technology infrastructure, systems and services. The IMT unit is responsible to standardize and integrate all information management and information technology activities across the Secretariat and to ensure that these are delivered in a coherent way and can be linked to the wider information management work of UNAIDS. The IMT unit identifies and evaluates new technologies and architectures, anticipates their business benefits to the organization and puts in place solutions that enable and empower UNAIDS staff to obtain timely information for decision-making purposes. Through the work of the IMT unit, UNAIDS shall be in a leading position in its use of information management technologies in the UN system.
Main tasks and Responsibilities of the Position:
The Global Service Desk (GSD) aligns learning strategies and coordinates delivery of all UNAIDS IT learning services, including user support at a first-level diagnosis and second-level support. The GSD promotes IT literacy, optimizing utilization of systems and enhancing the performance of users.
Reporting to the Manager, GSD, the Technical Officer/Operations (software and databases) manages and maintains the collection of applications in production that serve the Organization, analyzing and monitoring the environment of the different applications and their use across UNAIDS, refining/updating systems that, in concert with the overarching IT strategy, significantly improves the performance of individual staff and teams. The Technical Officer/Operations (software and databases), beyond providing technical expertise, partners with users and IMT colleagues to continually assess their IT functionality and reliably provide the most relevant environment in support of the UNAIDS staff work. The Technical Officer/Operations (software and databases) will:
1. Provide expert advice to the Systems Integration and Development (SID) and Network and Infrastructure Management (NIM) teams regarding the impact of proposed changes on the configuration.
2. Test and put in production new functionalities to UNAIDS production systems, following IMT standard test and release procedures and ensure the timely release management of critical upgrades to UNAIDS applications.
3. Partner with user colleagues and teams to explore operational requirements, assess functionality of IT systems and recommend optimal business solutions.
4. Develop training and testing protocols to ensure smooth deployment of patches and upgrades.
5. Determine, document and track, in consultation with the SID team, the cause of reported problems in production applications.
6. Troubleshoot and develop robust solutions to technical problems on production applications and base platforms. (collaboration with all IMT)
7. In coordination with SID team and following the standard IMT development process develop, test and deploy quick patches to fix critical bugs that have been identified in production applications.
8. Perform routine maintenance and monitoring of the underlying technologies including:
a. SQL Server farm
b. CMS
c. IIS
9. Monitor UNAIDS production applications and study their behavior to reduce or avoid downtime failures. Recommend improvements to the monitoring framework.
10. Prepare technical documentation for undocumented legacy systems.
11. Collaborate with the GSD/first level support on issues relating to applications functionality (known errors, fixes, etc.), performing coaching/training activities as required
12. Liaising with the applications developers in the Software Integration and Development team concerning enhancements and error-fixing in UNAIDS internal applications
13. Participate in on-call rotation
14. Perform any other duties as requested by the supervisor.
REQUIRED QUALIFICATIONS
Education:
University Degree in Computer Science, Mathematics or a related field.
Competencies:
Good knowledge of UML methodology, excellent knowledge of HTML/ASP/ASP.NET, C#.NET, XML and SQL, good knowledge of IIS Server, MS Windows servers, client and server side scripts, SQL Server, knowledge of MS Sharepoint and MS Content Management Server. Knowledge of other CMS, Web Servers and equivalent technologies will be an asset.
Experience:
At least 5 years' experience in the development of web based information systems.
Languages:
Fluency in English or French and working knowledge of the other.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P3 grade under the current grading system.
Annual salary: (Net of tax)
51 395 US$ at single rate
55 060 US$ with primary dependants
Post Adjustment: 72.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
