MANDATE OF THE DEPARTMENT:
Purpose of the Post is to provide support to (1) UNAIDS Country Offices (UCOs) and UN Country Teams (UNCTs) on multi-sectoral and scaled-up national AIDS responses moving towards Universal Access to HIV, Prevention, Treatment, Care and Support; and (2) Partnership and Advocacy for AIDS efforts in the Middle East and North Africa (MENA) region.
Main tasks and Responsibilities of the Position:
Working in the Regional Support Team (RST), the Regional Programme Adviser (RPA) will support UCOs and UNCTs in an assigned number of countries on the following:

1.a. Brokering support to UNAIDS in countries: i. Support the implementation of Global Task Team (GTT) recommendations at country level and the application of the Three Ones; ii. Facilitate the establishment of the Joint UN Teams on AIDS and development of the Joint UN Programme on AIDS; iii. Support the identification bottlenecks hindering national responses move towards Universal Access to HIV prevention, treatment , care and support and advising on measures to overcome them; iv. Facilitate scaled up implementation and evaluation of inter-agency, multi-lateral and other key resources available on AIDS, including PAF; v. Promote and support the development of policy and actions to address vulnerability issues.
1.b. Brokering support to national responses: i. Support the preparation and review of National Strategic Plans (NSP) and action-plans; ii. Facilitate regional or sub-regional UNAIDS' Cosponsor and Secretariat, as well as other partners', contribution to national AIDS responses; iii. Develop and strengthen partnership fora in countries, with a priority on effective involvement of civil society in national response; iv. Ensure effective and well-coordinated support for the integration of AIDS into development frameworks and humanitarian responses; and v. support follow up actions on other emerging issues in countries.

2.a. Regional focal point on Partnership: Provide support to UCOs and UNCTs in reinforcing partnership and the contribution of sectors, civil society, donors, and regional entities in MENA, including: Sustain the regional UNAIDS 'Partnership Forum on AIDS' established in 2001; Facilitate creation, collaboration and networking between civil society and sectorial actors across the region; Support regional-level exchange, dissemination of information and synergies in partnership efforts, including those facilitated by UNAIDS Cosponsors; Ensure that RST work-plans and budgets include a focus on partnership; Liaise closely with regional entities to keep UNAIDS global, regional and country-level staff up-dated on events and opportunities for advocacy and programming support; Prepare briefing notes, talking points and draft papers on UNAIDS' work with partners for the RST and Senior Management; Compile and analyze information on effective partnership at regional and country level and regularly disseminate results; and assist RST Director in resource mobilization at regional level.

2.b. Regional focal point on Advocacy: Provide support to UCOs and UNCTs in promoting and mobilizing sustained political leadership commitment around AIDS, including country-level advocacy to implement universal access to HIV prevention, treatment, care and support; Develop a coordinated advocacy framework and strategy for the region with Regional Co-sponsors; Ensure global policy discussions and decision-making are informed by the evolving situation and experiences of MENA; and develop the role and contribution of regional media to the AIDS response.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree (Masters) in social sciences, epidemiology or public health, or a relevant combination of academic qualifications.
Desirable: Training in communications and/or applied research.

Competencies:
Thorough understanding of the AIDS epidemic and its potential impact on communities and countries; In-depth knowledge of key multi-sectoral approaches in the AIDS response; Adequate knowledge of the functioning of UN system organizations and their delivery mechanisms; Experience in facilitating UN or other internationally-supported programmes at country and/or regional level; and knowledge in planning, management and evaluation of technical support.
Experience:
Essential: Seven to ten years' experience in support to national AIDS responses in African, Asian or MENA countries, and substantial experience in facilitating programmatic and technical support to HIV efforts.
Desirable: Experience or sound knowledge of UNAIDS, its Cosponsors, governmental and non-governmental agencies.
Languages:
Essential: Excellent knowledge of English and good working knowledge of French.
Desirable: Knowledge of Arabic.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P4 grade under the current grading system.
Annual salary: (Net of tax)
61 834 US$ at single rate
66 401 US$ with primary dependants
Post Adjustment: 29.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
