MANDATE OF THE DEPARTMENT:
The mandate of the Monitoring and Evaluation (EVA) Division is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millenium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.
Main tasks and Responsibilities of the Position:
Under the direct supervision of Chief, Monitoring and Evaluation (EVA) Division, the Country Monitoring System (CMS) Unit Leader will be the overall manager of the CMS activity for UNAIDS. In this capacity, the Unit Leader:

- Manage the development of the Country Response Information System (CRIS) and the Global Response Database (GRD), in collaboration with the UNAIDS Information Technology (IT) Unit and other relevant units, including but not limited to the management of country and global level data entry and information management software product development, as well as the human capacity necessary to collect, manage, validate and analyze these data for global reporting purposes.
- Manage the process of identification of priority countries for implementation technical assistance in collaboration with the Country Intelligence Unit, the Regional Support Teams (RST), UNAIDS Country Coordinators (UCC) and M&E field advisers, designing an appropriate phased approach to roll-out.
- Design an on-going, flexible package of technical capacity building and field-support for countries, which is coordinated with other capacity building, training and technical assistance initiatives at UNAIDS, such as the regional Technical Support Facilities (TSF) and the M&E training and certification program.
- Manage the implementation of CRIS, including the management of internal and external relations and communications, in collaboration with the Monitoring, Operations Research and Evaluation (MOE) Unit, other Headquarters Divisions, the RST, UCCs, and M&E field advisers, with national institutions to ensure maximum value-added to country stakeholders and sustainability.
- Manage relevant partnerships through the development and maintenance of relations with other efforts of a similar nature by cosponsors and other actors to ensure maximum efficiency and learning in the implementation of CRIS, serving as liaison with development activities of other UN agencies, e.g. WHO Global Atlas and HealthMapper, UNDGO/UNICEF DevInfo, and other relevant information systems; developing mechanisms for automating the flow of information from the field and other organizations to reduce the latency of collected information and for its subsequent dissemination; designing and managing the production of the necessary documentation for CRIS Users including guides and training curricula; incorporating other information collection and dissemination efforts as appropriate, such as the National Response to HIV/AIDS database, the UNGASS monitoring, Universal Access target monitoring efforts, and the UNAIDS Dashboard.
- Managerial responsibilities include leading the support provided by the CMS Unit to the field-based UNAIDS monitoring and evaluation field Advisers; developing and managing the budget for the CMS Unit; and guiding, motivating and overseeing the work of staff/consultants assigned to the unit and/or sub-contractors including in liaison with the IT Unit for management of sub-contractors when necessary.
- Perform related responsibilities as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Post graduate university degree in development, economics, social or physical sciences, public health, public administration, information technology, management or a relevant combination of academic preparation and experience.
Competencies:
Demonstrated ability to translate data into trends and disseminate information combined with a sound knowledge of planning, management and evaluation of operational support to developing countries and of information technology tools. Thorough understanding of monitoring and evaluation as related to national responses to HIV and AIDS, and of the HIV epidemic and its impact on developing countries. Knowledge of the UN System and its delivery mechanisms and/or of organizations, institutions and individuals interested and supportive of efforts in country response against HIV. Demonstrated knowledge of computer software.
Experience:
Essential: 10-12 years' experience in management and development of systems, and cooperation programmes at national and international levels, including field experience with demonstrated achievements in developing countries, out of which at least 6 years' experience in quantitative analysis of country responses to HIV.
Desirable: Experience in the UN system and/or organizations and civil society.

Languages:
Essential: Excellent knowledge of English and knowledge of another UN.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P5 grade under the current grading system.
Annual salary: (Net of tax)
73,975 US$ at single rate
79,628 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
