MANDATE OF THE DEPARTMENT:
The mandate of the Monitoring and Evaluation (EVA) Division is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millenium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.
Main tasks and Responsibilities of the Position:
To lead and manage the Monitoring, Operations Research and Evaluation (MOE) Unit, including but not limited to developing and implementing the unit work plans and budget, guiding and motivating assigned staff, and ensuring the effective use of resources.

To plan, develop and implement frameworks and methodologies for the future evaluation of major processes and functions of the UNAIDS programme, including the Secretariat, the Cosponsors and other major stake-holders, based on the general Monitoring and Evaluation Plan for UNAIDS and following the 5-year evaluation of UNAIDS,.
To build, maintain and coordinate monitoring and evaluation efforts consistent with/based upon the activities of cosponsoring organizations and other key partners (the Global Fund, WHO, the World Bank and bilateral donors), and promoting collaboration between UNAIDS Secretariat and UN cosponsoring organizations in their specific areas of monitoring and evaluation;

To promote the development and implementation of efficient coordination mechanisms in M&E capacity building and technical assistance to countries through existing working groups, inter alia: ensuring the effective normative role of global M&E reference groups, such as the Monitoring and Evaluation Reference Group (MERG), by establishing a Secretariat for ongoing support, and technical sub-groups; leading the preparation of selected global reports with a view to monitoring/evaluating the response to the AIDS epidemic, report on achievements vis-à-vis the Declaration of Commitment of the UN General Assembly Special Session; consolidating broader evaluation findings and conclusions in regular evaluation reports aimed at senior-level decision makers.

To promote and ensure the systematic evaluation of the international response to the epidemic, including:
- the design and management of relevant thematic and organizational evaluations,
-strengthening the content, access and use of evaluation and monitoring databases developed for international partners and for preparing the UNAIDS Global AIDS Report.
- continuing to refine and update relevant indicator development.

To perform related responsibilities as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Post graduate degree in evaluation, epidemiology, public health, business administration, public administration, management, social sciences, demography, development planning, statistics or a relevant combination of academic preparation and experience.
Desirable: Experience in the UN system.
Competencies:
Demonstrated ability to consolidate information from multiple sources into concise result reports to support/facilitate decision-making, complemented by skills in the formulation, design, development and implementation of monitoring and evaluation frameworks, including the development of indicators and facilitating capacity building of country to implement monitoring and evaluation programmes. Knowledge of the UN System and its delivery mechanisms and/or of organizations, institutions and individuals interested and supportive of efforts in country response against HIV.
Experience:
Essential: 10-12 years' experience in the design, development and operational application of monitoring and evaluation systems with multilateral or bilateral development agencies, at national and international levels, out of which at least 6 years' experience in quantitative analysis of responses to HIV.
Languages:
Essential: Excellent knowledge of English and knowledge of another UN official language.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P5 grade under the current grading system.
Annual salary: (Net of tax)
73,975 US$ at single rate
79,628 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
