Main tasks and Responsibilities of the Position:
The Technical Officer will be responsible for the management of the DFlD contribution for
a joint UN Work Programme to scale up HIV and AlDS interventions for populations of humanitarian concern. In this capacity, the incumbent will also be expected to carry out more general substantive tasks in the area of AlDS and humanitarian response, as related
to the wider issues addressed by the DFID contribution. The Technical Officer will be based within the humanitarian response unit in the Deputy Executive Director, Programme Division, Geneva. Under the overall supervision of the Director, SHR, the Technical Officer
will:
1. Assist in the management of the DFlD contribution, including:
a. Organization of the DFlD funded Advisory Committee meetings and providing necessary follow-up
b. Preparation of and monitoring of contractual arrangements with co-sponsors
and other partners
c. Preparation of donor reports and ensuring their timely submission (including liaising with cosponsors and partners to collect, synthesize and analyze
information)
d. Monitoring and evaluation of the DFlD funded work programme to scale up interventions for populations of humanitarian concern
2. Provide support to the Director SHR and the Humanitarian Response Advisor to mainstream HIV and AlDS interventions in humanitarian settings including:
a. Liaising with cosponsors and key partners like OCHA to support joint programming
b. Representing the Secretariat, where relevant and appropriate, in interagency meetings, for example, participating in the weekly IASC meetings
c. Assisting in the development, and expansion of collaborative relationships with humanitarian partners
3. Any other duties as required by the Director, SHR

While the principle task of the incumbent will be to manage the DFlD contribution, in the event that this responsibility requires less than 100% of the professional's time, the Director, in consultation with the incumbent and others in the team, may assign other additional responsibilities
REQUIRED QUALIFICATIONS
Education:
Post graduate degree in management, social science, public health and or equivalent academic qualification.
Competencies:
Understanding of international organizations, in
particular UN programmes and agencies (headquarter, region and country levels),
financial management skills along with an understanding of the HIVIAIDS epidemic in
humanitarian settings.
Experience:
At least five years experience with international development work, in an international organization or an institution involved in similar activities. Experience with assistance to refugees and internally displaced persons would be an asset.
Languages:
Excellent communication skills in English, knowledge of a second UN language desirable.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P3 grade under the current grading system.
Annual salary: (Net of tax)
51 395 US$ at single rate
55 060 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
