MANDATE OF THE DEPARTMENT:
The purpose of the post is (i) to strengthen national and regional capacities to elaborate and implement a strategic information agenda in Eastern Europe and Central Asia and (ii) to coordinate RST support to UNAIDS Country Coordinators (UCC's) and UN Country Joint Teams on AIDS in a cluster of countries in support of scaled up and multisectoral national responses to AIDS.
Main tasks and Responsibilities of the Position:
Strategic Information support:

Under the overall guidance of the Director of the Regional Support Team, Europe, the incumbent will:
1. Lead the elaboration of the regional strategic information agenda of the UNAIDS RST in collaboration with other units and departments, identify specific roles, processes, activities outputs and outcomes of strategic information in the region, within the framework of the operational and managerial work plans, including but not limited to strategic and analytical inputs in the articulation and development of regional strategies and work plans; and, as assigned, proactively monitoring their implementation.

2. Lead, support and manage processes as related to the elaboration and implementation of regional and national strategies in the area of strategic information, in collaboration with other units, departments and external partners, with particular attention to specific areas of focus for scaling-up HIV prevention and treatment as part of universal access, know your epidemic, estimates and projections, data management and vulnerable populations.

3. Monitor regional trends in epidemiology, policy and programmes that influence the RST strategic response, identifying critical strategic issues that should be addressed by UNAIDS in the region, and promoting the integration of and support action on critical priority issues in the region and UNAIDS programmes.

4. Oversee and coordinate the preparation of regional briefings, updates and reports on the epidemic and response, including but not limited to, the compilation and synthesis of inputs on country and regional situations towards an effective regional and global policy, strategy and knowledge development, the coordination of regional inputs in global reports, and inclusion in UNAIDS publications, databases and other information sources.

5. Serve as adviser to the Regional Director and other relevant units/departments on issues related to strategic information in the region, as well as coordinating activities with other regional teams, departments and co-sponsoring agencies to promote information exchange of knowledge and expertise.

6. Provide, in close collaboration with the Regional Monitoring & Evaluation Advisor, technical support to the UCCs, UNAIDS Country Officers (UCOs) and UNAIDS Focal Points throughout the region on issues related to the development of national systems for the generation and dissemination of strategic information.

Support to UCCs and UN Theme Group (UNTG) on AIDS

Working with other members of the RST, the Regional Adviser will:
1. Provide strategic orientation and ensure technical support to the UCCs, UCOs and UNAIDS Focal Points in strengthening UNTG coordinated advocacy and actions
2. Provide policy guidance and support UCCs, UCOs and UNAIDS Focal Points in the preparation and follow up on UN Joint Programmes of Support, including accessing technical support, arranging experience exchanges, etc.
3. Support UN Country Teams in the development and review of AIDS components of Country Common Assessments (CCA) and UN Development Assistance Framework (UNDAF).
4. Identify joint programming opportunities (using UN Development Group guidance) and facilitate, support and monitor such initiatives.
5. Provide feedback on and recommendations for the operations of the UN Country Team, Theme Group and UNAIDS country office
6. Provide UCC services and representation in countries with no UNAIDS Secretariat Staff.
7. Manage partnerships and promote collaboration with cosponsors and stakeholders, to support mechanisms/joint programming as related to regional Tasks Forces, Reference Groups and Working Groups, including providing programmatic and technical support for assigned countries, UNAIDS Country Coordinators and UN Joint Teams on AIDS.
REQUIRED QUALIFICATIONS
Education:
Postgraduate university degree in social science or epidemiology, in public health or public administration or a relevant combination of academic preparation and experience.
Competencies:
Ability to work selectively with multiple sources of information. Strong analytical and organizational skills, backed by extensive knowledge of HIV epidemiology, to select information that has strategic importance for the work of national AIDS programs and that of UNAIDS. Ability to translate strategic information into relevant and effective programmatic actions at the country and regional levels.
Experience:
At least ten years experience in the development, management, and evaluation of national AIDS programs in developing country settings (preferably including in one or more countries in either Eastern Europe or Central Asia). Significant experience in providing programmatic and technical support based on consolidated analytical inputs to a range of partners working on AIDS. Proven competence in managing numerous activities and coordinating work with other partner organisations. Demonstrated knowledge of and experience in the UN System will be an asset.
Languages:
Advanced knowledge of English. A working knowledge of Russian is desirable.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P5 grade under the current grading system.
Annual salary: (Net of tax)
73 975 US$ at single rate
79 628 US$ with primary dependants
Post Adjustment: 66.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
