MANDATE OF THE DEPARTMENT:
To ensure timely processing and provide effective administration of the compensation and benefits of UNAIDS staff members in full compliance with applicable Staff Rules.
Main tasks and Responsibilities of the Position:
Focus: Under the supervision and guidance of the Director, Human Resources Management (HRM), the incumbent leads and provides guidance in the areas of contract and benefits administration in respect of fixed-term and temporary staff, the Junior Professional Officer (JPO) and National Professional Officer (NPO) schemes. Responsibilities include inter alia:

1. To lead and manage the UNAIDS contract and benefits administration team, namely processing of appointment, reassignment, transfer, staff on loan, separation from service, and
entitlements.

2. To evaluate and interpret HR policy for implementation, making recommendations in
consideration of exception to policy.

3. To promote equity, transparency and consistency in the administration of -fixed term staff
entitlements and conditions of service and -personnel policies contained in the Staff Rules and Regulations, WHO Manual, and -decisions of the Executive Director with respect to staff changes,
disciplinary actions, including, identifying contraventions to established rules and policies,
potential for appeals and implications of various alternative courses of action.

4. To approve or reject applications for entitlements from staff and take corrective or adaptive action
as required.

5. To oversee and coordinate the effective liaison with HRD/WHO on contract administration and
processing of entitlements, including providing timely and effective HR services and taking corrective or adaptive action as and when required; participating in HR contract reform discussions, and briefing staff at all levels on HR contract reform policies.

6. To manage and oversee the Temporary Staffing operations, from short-term appointment and
separation to contract and entitlements administration, advising management on temporary staffing recruitment, classification, contract administration, performance appraisal and separation matters.

7. To administer and advise management on all matters related to Junior Professional Officers (JPO), e.g. negotiating placement with donor governments and receiving departments; interviewing, selecting and appointing JPO; reporting to donor governments; dealing with contracts up to and including the separation from service; analyzing JPO needs and developing JPO and adapting existing WHO/JPO guidelines to UNAIDS; and, representing UNAIDS at the biennial JPO meeting with donor governments.

8. To administer the appointment and contract administration of National Professional Officers (NPO), advising management on NPO contract administration, policies and procedures.

9. To manage, guide, motivate and build a team of Personnel Assistants, designing effective work planning and their implementation to optimize processes and procedures.

10. To collaborate with the Head of Staffing and Recruitment to ensure the smooth implementation of appointments, promotions and transfers of staff.

11. To promote sustained relationships with WHO, UNDP and other service providers implicated in the provision of HR services to UNAIDS staff at HQ and in the field.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in human resources management, public or business administration, industrial relations, psychology or other related social sciences.
Competencies:
Demonstrated knowledge in applying UN System Rules and Regulations, with a sound understanding of the UN Common System and WHO Staff Rules and Regulations. Sound understanding of personnel management principles and practices as related to entitlements. Excellent writing skills in English with the ability to develop clear user's friendly procedural guidelines. Demonstrated IT skills and their application to HR management and statistics. Excellent interpersonal and negotiation skills. Computer literacy.
Experience:
Essential: Seven to ten years' experience in human resources with experience in contracts administration and related practices and policies in the UN System. Desirable: Experience in an administrative management capacity.

Languages:
Good working knowledge in English or French with a good working knowledge of the other language. Knowledge of another UN official language desirable.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P4 grade under the current grading system.
Annual salary: (Net of tax)
61 834 US$ at single rate
66 401 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
