MANDATE OF THE DEPARTMENT:
The Executive Office (EXO) provides vision, leadership and inspiration to UNAIDS, it highlights and drives emerging issues, focus areas and steers the organization, positioning it as a global leader on AIDS. The Executive Office facilitates communication and coordination within the UNAIDS Secretariat and broader UNAIDS and serves as a reference and intelligence hub.
Main tasks and Responsibilities of the Position:
The Senior Adviser oversees the Programme area of the Office of the Deputy Executive Director (DXD) in seconding him/her in the areas of coordination, coherence, quality and timeliness of inputs from all programmatic areas across the Secretariat; facilitating the intra- and inter-divisional communication and cooperation, as well as the interface with external partners and entities in playing a critical role in and contributing to issues concerning such as the Global Fund for AIDS, TB and Malaria, internal oversight functions, and other related issues.

Management, Coordination of External Relations/Communication Strategies
1. To proactively lead the day-to-day management of the DXD, including but not limited to, proactive agenda setting, taking into account commitments and travels;
2. To elaborate guidelines to ensure that corporate objectives are effectively and efficiently met with particular attention to the formulation and implementation of strategies and processes that fully integrate the decisions of the Senior Management Team (SMT) and the Management Support Team (MST), in particular those concerning mapping of organizational issues.
3. To oversee the preparation and/or integration of contributions to briefing notes, policy papers, memos, presentations and other documentation, ensuring the highest standards quality, accuracy, clarity and presentation.
4. To serve as focal point, advising and briefing staff across the Secretariat on the content, presentation and timing of contributions, so as to ensure that senior staff are fully involved in those issues requiring priority attention and respond to substantive requirements;
5. To ensure continuous communication between the EXO, the SMT and others when the DXD travels thereby ensuring continuity on all matters; and
6. To take a lead role to organizational efforts to promote results orientation across the UNAIDS Secretariat promoting peer collaboration in support of corporate priorities in the areas of Programme with the Global Fund for AIDS, TB and Malaria, internal oversight functions, and other related issues.

Operational Management
To proactively contribute to and promote the implementation of effective monitoring of the advancement of programmatic issues and events under the line responsibility of the DXD and the EXO in light of established work plans, namely:
a. To monitor advancement of programmatic issues and events, drawing the attention of the DXD and Director EXO to gaps and problems together with proposed solutions to facilitate decisions;
b. To act for the DXD during absences, ensuring continuity in activities and the smooth running of EXO and taking necessary actions within the delegated authority;
c. To serve as representative Director, EXO, inter alia, to participate to interdepartmental committees and working groups on global initiatives such as the Global Staff Meeting, major organizational reviews;
d. To lead organizational efforts to promote results orientation across the UNAIDS Secretariat and with cosponsors, acting as bridge-builder and trouble-shooter to resolve bottlenecks in delivery of activities, overseeing the agenda towards prioritizing and scheduling of management issues, reporting and monitoring of commitments and results in a proactive manner.
e. To manage, lead, guide and motivate all staff directly involved in providing support to DXD Geneva.

Partnerships
To serve as representative Director, EXO and resource person on management and programmatic issues by promoting close collaboration and coordination with all departments of the Secretariat, including the members of the SMT, MST, Cosponsors (CCO members as well as Global Coordinators), and members of the donors community and the Programme Coordination Board (PCB).

Results
Timely and accurate analysis of management and programmatic issues related to the DXD areas of responsibility, strategy recommendations, efficient communication and management of resources.
REQUIRED QUALIFICATIONS
Education:
University degree in management, development studies, public health or a combination of academic preparation and relevant experience
Desirable: Post-graduate training or degree in one of the above fields of expertise.
Competencies:
Proven organizational, analytical and managerial skills, complemented with the ability to lead multicultural teams and promote consensus. Thorough knowledge or understanding of the UN system environment, and its partners at various levels. Thorough knowledge of AIDS and its implications. Superior interpersonal skills. Tact, discretion and diplomacy.
Experience:
Considerable experience in national, international or multilateral environment, including some five years' experience in executive decision-making positions in the field of HIV, preferably concerning policy development, and agenda-setting mechanisms of international organizations/institutions.
Desirable: Experience in of various aspects of an UN Executive Office.
Languages:
Advanced knowledge of English or French with a working knowledge of the other language.
Desirable: Knowledge of another UN official language.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P5 grade under the current grading system.
Annual salary: (Net of tax)
73 975 US$ at single rate
79 628 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
