MANDATE OF THE DEPARTMENT:
To assure that a pipeline of talented people is available to meet staffing and recruitment needs in a proactive manner by working in partnership with teams across UNAIDS to fully understand and predict the needs of the Secretariat.
Main tasks and Responsibilities of the Position:
Focus: Providing advice and support in the following areas: post management, planning, implementation of Human Resources (HR) Action plan, talent management, Assessment Centre, Mobility and Rotation, selection and recruitment, IT-related HR processes.

Under the supervision and guidance of the Head of Staffing and Recruitment, the incumbent is responsible for:

1. To lead and oversee the overall process of post establishment, including creation, abolition and identification of funding source of posts, providing expert advice on organizational structure and post descriptions towards the development and implementation of streamlined and state-of-the-art processes.

2. Operationalizing the HR departmental plan on an established focal point basis.

3. To administer selection procedures for fixed-term, temporary, National Officers, secondments, transfers and staff on loans, advising staff members at all levels on relevant rules and regulations, procedures and practices, including documenting executive decisions.

4. To serve as focal point for staff recruitment and selection processes, including screening and assessing applications, clearing screening questions for vacancy announcements, reviewing shortlists, including advising departmental staff as appropriate, representing HR in selection panels (GS and P posts up to P4) writing panel reports for submission to the various Staffing Committees.

5. To proactively support the Head of Staffing and Recruitment in the implementation of the mobility exercise, including global reassignment processes.

6. To coordinate reporting to donors and other external partners in terms of both staffing and financial information in accordance with donor agreements and specific requirements, as well as coordinating response to requests for information/statistics, and ensuring liaison with internal and external counterparts.

7. To ensure that focal points and clients receive up-to-date briefings and information on established, revised and new processes.

8. To oversee all IT-related HR processes with particular attention to Enterprise Resources Planning System (ERP), HRM databases, E-recruitment system, Data Exposed with a view to use the ERP system as an integrated database and ensuring efficient generation of reports and preparation of various statistics.

9. To oversee the work, manage and motivate staff members in the Team, promoting team cohesion and effective services in a proactive manner.
REQUIRED QUALIFICATIONS
Education:
University degree in human resources management, public or business administration, industrial relations, psychology or other related social sciences or a combination of academic preparation and experience.
Competencies:
Demonstrated knowledge or sound understanding of personnel management principles and practices as related to recruitment, screening and selection processes. Excellent writing skills in English, combined with the ability to design clear user' friendly procedural guidelines. Demonstrated IT skills and their application to HR management and statistics. Excellent interpersonal and negotiation skills.
Experience:
Three to six years' experience in human resources with specialization in recruitment administration at national and/or international level.
Languages:
Good working knowledge in English or French with a good working knowledge of the other language. Knowledge of another UN official language desirable.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P3 grade under the current grading system.
Annual salary: (Net of tax)
51 395 US$ at single rate
55 060 US$ with primary dependants
Post Adjustment: 68.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
