MANDATE OF THE DEPARTMENT:
The Department of Resource Management (DRM) is a strategic department supporting headquarters and field activities through the development and maintenance of high quality, time and cost-efficient, and predictable (a) policies, (b) services, (c)systems and (d) processes, that are developed in the best interest of the Joint Programme, and ensure UNAIDS organizational capacity to respond promptly and effectively to the environment in which it operates. DRM drives the adoption of new tools for improved business practices within the UNAIDS secretariat.

The Office of the Director (OOD) is responsible for the planning and implementation of the Enterprise Resource Planning (ERP) project. The World Health Organization (WHO) is developing a Global Management System (GSM) inspired by the principles of Enterprise Resource Planning (ERP), which will integrate data and processes into a unified system. ERP is planned to get operational starting from March 2008. UNAIDS will adopt WHO/GSM at headquarters and regional levels.
Main tasks and Responsibilities of the Position:
In the areas of human resources systems, and in relation to the ERP, the key responsabilities of the Business Analyst, Human Resources System (BA-HRS) are as follows:

Business analysis
1. Analyzes and documents business needs and changes in the domain of human resources (HR). Compare existing/upcoming HR systems/policies with functions proposed in the ERP and provide recommendations for their adaptation within (or outside) the ERP.
2. Works according to the agreed methodologies to ensure correctness and full understanding of business requirements
3. Undertakes analyses and provide recommendations to ensure UNAIDS business model can work with WHO Global Management System and UNDP Atlas at country level.
4. Analyzes the business requirements and translates them into functional and technical specification.
5. Provides expert advice on functional solutions to be implemented.
6. Writes business processes, reporting and other requirements and specifications documentation for the project
8. Oversees development/customization of the system in human resources related areas or changes in legacy systems (ensuring that UNAIDS requirements are met in the new system)
9. In collaboration with WHO Global Management System and UNAIDS ERP team, determines the budgetary requirements for any customizations and advises accordingly.

Policy development
1. Provides advice and details critical issues to the UNAIDS ERP project team in the area of human resources, process requirements, systems and regulations that could affect how UNAIDS uses the ERP.
2. Develop recommendations for approval by ERP team, Finance & Administration team, and senior management in the area of HR.
3. Liaise with the HRM division on policy aspects (report to HRM possible issues, request input from HR specialist in HRM)

Coordination
1. Serves as the internal ERP focal point for the Secretariat in the area of HR
2. Serves as the contact point for WHO Global Management System
3. Coordinates and collaborates with, provide inputs to, and seek support from the UNAIDS ERP user community and each of the ERP functional focal points
4. Attends and participates actively in WHO meetings, to promote UNAIDS' position in issues raised.
5. Prepares and presents UNAIDS ERP information to focal points, staff and other contacts.

Systems analysis
1. Analyze, advice IMT, and follow up the remediation/adaptation of IT legacy systems in domain of HR (including HR Database, E-recruitment system)
2. Oversees and participate in the conversion processes of data from old systems to new systems and ensures that all necessary UNAIDS HR data is in the system (setup plans for importing or updating, when required, the necessary data).
3. Evaluate, for new policies, if the implementation of them require additional IT systems and how they would link to the ERP system.

Training and change management
1. Participates in the project test and implementation activities
2. coordinate, support colleagues in other departments on changes in the delivery of HR functions in the new ERP
3. Provides support to users (on an ongoing basis) on the new ERP system or adapted systems
4. Ensures a seamless transition from the old system to the new system for all secretariat staff, ensuring that needs in the area of HR are covered, staff trained and adapted procedures for transition put in place.

Performs any other duties as requested by supervisor.
REQUIRED QUALIFICATIONS
Education:
University degree in IT, computer science or related field (formal IT education can be replaced by extensive and relevant professional experience in IT software projects). A demonstrated combination of HR, administrative and IT skills is a strong asset.
Competencies:
Functional knowledge in HR area completed with strong IT technical analysis skills (solid computer knowledge and knowledge of software engineering processes). Must bring a combinationof strong technical awareness and outstanding people skills. Broad knowledge of and ability to assess organizational structures and functional/operational requirements. Demonstrated ability to identify detailed requirements and to views these in the context of general organizational needs and priorities.
Experience:
3 to six years experience in human resources field, with at least two years experience in business analysis, preferably with ERP (or related) implementations. 2 years experience in development /adaptation of IT systems related to HR.

Knowledge of WHO HR administrative rules and regulations. Knowledge of WHO's ERP (GSM) HR module or/and other WHO HR systems. Experience in working with or in the United Nations system, development agencies, governmental or inter-governmental bodies. Good knowledge of Finance, Programme and Budget Management. IT certifications (ITIL, Prince2).
Languages:
Fluency in English and excellent English writing skills, working knowledge in French. Knowledge of another UN official language.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P3 grade under the current grading system.
Annual salary: (Net of tax)
51 395US$ at single rate
55 060US$ with primary dependants
Post Adjustment: 66.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
